Companies Enhancing “Toyonokuni IaaS”—A Core Business Infrastructure for Local Governments and Private Enterprises

BBIX, Inc. (“BBIX”), a subsidiary of SoftBank Corp. that operates an Internet Exchange (IX) business, and OEC Co. Ltd. (“OEC”) opened an “OCF (OCX Compute Fabric)” connection point within the “Oita Data Center” operated by OEC, and began offering OCF services in August 2026.

OCF is a cutting-edge, regionally distributed cloud service provided jointly by BBIX and IDC Frontier Inc.. It leverages “OCX (Open Connectivity eXchange)”—a cloud-based network service developed by BBIX and its subsidiary BBSakura Networks, Inc.—to seamlessly distribute and deploy robust cloud infrastructure across regional data centers.

OEC’s proprietary private cloud, “Toyonokuni IaaS” primarily serves customers within Oita Prefecture, functioning as a comprehensive private cloud environment for both municipal and regional applications. With the new addition of OCF, OEC can seamlessly continue its “Toyonokuni IaaS” offerings while simultaneously designing and proposing more flexible services tailored to the specific needs and business scales of local enterprises and municipal clients.

Furthermore, combining OCX’s secure, closed-network connectivity with OCF’s regionally distributed cloud will drive the rollout of new solutions in collaboration with OCX partners. Leveraging the expansive OCX closed network enables the construction of Disaster Recovery (DR) environments linked to out-of-region bases, significantly reinforcing Business Continuity Planning (BCP) measures. Additionally, this integration addresses contemporary infrastructure challenges—such as prolonged hardware procurement cycles, escalating equipment prices, and rising licensing fees—by facilitating flexible cloud migrations and seamless integration with existing environments that align with rigorous security and cost requirements.

Looking ahead, OEC will utilize both OCX and OCF to strengthen connectivity between regional data centers and advance the development of local cloud infrastructure.
