OEC Launches Oita Prefecture’s Government Cloud Connection Environment Utilizing BBIX’s OCX

OEC Co., Ltd. (“OEC”) has started providing a government cloud connection environment for Oita Prefecture utilizing the cloud-based network service “Open Connectivity eXchange” (“OCX”) provided by BBIX, Inc. (“BBIX”), a subsidiary of SoftBank Corp. that operates an Internet Exchange (IX) business, from May 20, 2025.

OEC is an IT company founded in 1966 as “Oita Electronic Computing Center” and changed its name to the current “OEC Co., Ltd.” in 1990. OEC is participating as a provider of “Toyonokuni IaaS,” a cloud service launched in 2011 that serves as a business system infrastructure for local governments and private companies in Oita Prefecture. By building a large-scale virtual server environment under a secure and high-speed network environment, OEC has contributed to the evolution of Oita Prefecture’s network environment and DX (Digital Transformation).

Since its establishment in 2003, BBIX has been developing network and mobile businesses, with the IX business as its core business. BBIX launched a cloud-based network platform service “OCX” in 2022. Currently, BBIX has OCX network connection locations nationwide and has grown into one of the leading platforms in Japan by expanding partnerships with regional data center operators, system integrators, cable TV operators, and Internet Service Providers (ISPs).

BBIX and OEC signed a collaboration agreement and opened an OCX connection point at OEC’s Oita Data Center (Oita City, Oita Prefecture) on November 1, 2024. OEC will promote the creation of a government cloud environment in Oita Prefecture by utilizing this connection point. This will provide a highly available and redundant connection from OEC’s OCX connection point to government cloud-enabled cloud services via BBIX’s OCX network.

By combining OEC’s government cloud connection infrastructure with BBIX’s secure and high-quality OCX, OEC and BBIX will contribute to the promotion of DX and the development of the IT environment in Oita Prefecture, aiming to realize a prosperous society and create new business value for local governments and companies.
